Financial Assistance Changes Being Made to Catholic Charities Resource and Referral Program
Beginning Tuesday, February 25, all three of Catholic Charities of the Diocese of Fort Wayne-South Bend’s (CCFWSB) regional offices will implement a new approach to the Resource and Referral (R&R) Program, designed to provide deeper, more stabilizing, long-term support for those in poverty.
The new approach aligns with Catholic Charities’ 2023 strategic plan, Building Roads to Hope, which prioritizes transformational support over transactional aid. It also builds upon the successful launch of the Thrive Life Skills Class, which equips individuals with emotional, social, and financial skills for lasting success. Ultimately, this transition strengthens our commitment to offering a hand-up rather than a handout.
This change comes as the federal pause in FEMA funding goes into effect, which partially supports our R&R Program. While this shift means reduced direct financial assistance in some areas, it also allows us to expand case management and strengthen connections to outside resources, fostering greater long-term stability for those we serve through more intensive financial coaching and skill building.
These changes include:
Less direct financial assistance, but more one-on-one financial coaching and budget reviews, equipping individuals with tools to improve their financial situation and access additional resources.
Required brief case management for all individuals requesting assistance.
Each CCFWSB office will rely on regional grants and fundraising, which will determine the type and amount of financial assistance we are able to provide for each service area.
Additional referrals will be made to CCFWSB’s ongoing case management programs, based on eligibility and interest.
R&R services will be by appointment only to ensure intentional, personalized support.
While the funding pause presents short-term challenges, it also strengthens our commitment to empowering individuals and families toward long-term stability.
